Nope, we can not say English is the second language of Afghanistan, even if in the speakers does not have second language in the community. In teaching English there is big term by the name of ESL (English as a second language) and EFL (English as a foreign language).
In the ESL the learners should have the target language around him/her like at school, in the market, with friends. Here English can be called EFL.
When you are in the USA or England your first language is Dari. In these two countries the English is your second language not EFL.
